In this study, [the author] examines the impacts of demand-driven vocational education and training (VET) reforms on access to training for people with disability. Impacts are estimated for Victoria using population enrolment data and difference-in-differences estimation, using enrolments in New South Wales as the counterfactual. [The author] finds that the Victorian reforms substantially increased access to VET for people with disability, but not to the same extent as for those who are not equity group members. Of particular interest, results suggest that up-skilling requirements that limited publicly funded places in VET to higher level courses restricted access by more for people with disability.

In this paper we estimate the causal impacts of disability onset on labour market outcomes up to four years after onset using longitudinal data from the Household Income and Labour Dynamics Australia (HILDA) survey and difference-in-difference propensity score matching techniques. We find lasting negative impacts on full-time employment, which is linked more to people foregoing opportunities to move to full-time work rather than downshifting from full-time to part-time work. Impacts are greater for those without post-school qualifications because they face poor prospects once dislocated from work. These results point to the importance of prevention and vocational rehabilitation programs that are targeted at low-skilled workers.

In this interview, Steve Davis talks with researcher Cain Polidano about the report 'Outcomes from combining work and tertiary study' [available in VOCEDplus at TD/TNC 102.29]. This study investigates the motivations for and the education and employment outcomes from working while studying for both vocational education and training (VET) and higher education students. While, in general, tertiary students who work while studying are less likely to complete than those who do not, being employed in the final year of study significantly improves the chances of finding full time employment in the first year following study. Outside of apprenticeships, allocations of public funds across vocational education and training (VET) courses are often made on the basis of government forecasts, with limited competition between (mostly public) colleges. This centralised model is often blamed for stifling responsiveness to skill demands and training quality. However, little is known about whether moving to alternative funding models improves outcomes. In this study, [the authors] exploit a natural experiment and population data to estimate the effects from the introduction of a broad-based voucher in VET in Australia. [The authors] show the voucher is associated with large increases in private college enrolments, improved match between course choice and employer demand, and higher student achievement, including in incumbent public colleges. Unlike studies in the school voucher literature, [the authors] find widespread benefits with no adverse impact on equity.

This is a summary of a research program undertaken for the National Centre for Vocational Education Research (NCVER) by the Melbourne Institute of Applied Economic and Social Research between 2011 and 2014. The body of work, comprising six projects, focuses on the impact of education and training on social inclusion and labour market outcomes for disadvantaged learners. Here, 'disadvantaged' is used to encapsulate those from low-socioeconomic backgrounds, individuals with a disability, those from non-English speaking backgrounds and Indigenous Australians.
Highlights from the research include: social inclusion is about being able to fully participate in social and economic life - education and training has a key role in enabling this; for students from disadvantaged backgrounds, progression in educational qualification levels may require more detours or stages than for the average student - but progression is important; in terms of social inclusion, there is a clear split in Australia's society along educational lines: those without Year 12 or, at most, certificate II qualifications are much less socially included than those who have completed Year 12 or at least a certificate III qualification; and policy and program efforts therefore should be focused on school completion and articulation to at least certificate III level.

In OECD countries, ‘real world’ upper-secondary vocational education and training (VET) programs are used to engage less academically oriented youth in learning, while helping to prepare them for post-school work and/or further training. In general terms, VET programs with high employer involvement, such as apprenticeship schemes, are considered to be superior to classroom-based VET programs that are typically found in many English-speaking countries. In this study, we examine outcomes from a potential ‘third way’: classroom-based VET with a short-term structured workplace learning component. Using propensity score matching and [Programme for International Student Assessment] PISA data linked to information from the Longitudinal Surveys of Australian Youth (LSAY), we find time in workplace learning is associated with higher school completion rates and better employment transitions.

While is it widely accepted that adults with poor reading skills have inferior labour market outcomes, little is known about whether low reading proficiency in school is a precursor to inferior labour market outcomes in adulthood. [The authors] fill this gap in the literature using education and labour market information to age 25 years for participants in the 2003 Program of International Student Assessment (PISA) who were tracked from age 15 in the 2003 Longitudinal Survey of Australian Youth. [They] find no difference in full-time employment rates or earning capacity of jobs attained at age 25 between those who had low and medium reading proficiency at age 15.
Supporting analysis suggests that high rates of participation and positive outcomes from vocational education and training (VET) among those with low reading proficiency helps them avoid any negative effects from poor achievement in school. These results highlight the role of accessible VET pathways in facilitating the labour market participation of youth who may become disengaged from learning in school.

The tracking of students in upper-secondary school is often criticised for narrowing the post-secondary pathways of student in the vocational education and training (VET) track, which can stigmatise VET. To tackle this problem, countries have introduced courses that integrate aspects of VET and academic study, which provide the dual purpose of preparing students for work and vocational study and providing university pathways for more academic students in the VET track. In this study [the authors] assess the latter purpose by examining the outcomes of university aspirants who take these courses in their final year of school. Using rich survey and administrative data from Australia and propensity score matching [the authors] find that these courses are associated with lower academic performance and a lower chance of attaining a university offer. Decomposition results show that poor performance in integrated courses is the main driver, which points to potential tension between the two purposes.

The tracking of students in upper-secondary school is often criticised for narrowing the career prospects of students in the vocational education and training (VET) track, which in many countries leads to the stigmatisation of VET courses. To tackle this problem, Australia blurred the lines between the two tracks by introducing VET courses that count to both a national VET qualification and university entry. In this study, [the authors] estimate the impacts of taking these courses on academic achievement and university entry using administrative data, propensity score matching and a decomposition method developed especially. [The authors] find that among those who intend to go to university, taking a VET course is associated with five per cent lower academic achievement, due mainly to relatively weak achievement in VET, and an eight percentage point lower chance of receiving a university offer. These findings tell a cautionary tale on the merits of integrating VET and academic courses.

While, in general, tertiary students who work while studying are less likely to complete than those who do not, being employed in the final year of study significantly improves the chances of finding full-time employment in the first year following study.
